Founded in Hong Kong in 1997, Ying E Chi is a pioneering organization dedicated to uniting local filmmakers, introducing significant independent cinema from Hong Kong and around the world, and actively supporting emerging filmmakers and documentary works.

In mid-2021, Ying E Chi's funding from relevant authorities was abruptly terminated, severely impacting its daily operations and festival activities, eventually leading to its suspension. In autumn 2024, Ying E Chi is revived in Taiwan, introduced by the inaugural Hong Kong Indie Short Film Award, which offers a welcoming platform for aspiring independent filmmakers to showcase their work and connect with like-minded fellows, whose resilient voices respond powerfully to the turning tides of the era.
