日本記者芥川1975年在峴港見證了越共解放越南。三年後，返回峴港的他因為結識琴娘一家，看見了被當局掩蓋的煉獄真相，也遇見了想盡辦法籌錢逃亡海外的青年祖明。看盡當地苦難的芥川，決意協助琴娘一家，幫他們準備逃離越南。另一方面，祖明也決意登上難民船，投奔怒海……。

自越戰西貢淪陷後，英屬香港曾接收高達20萬名船民，直至2000年才結束最後一個難民營。導演許鞍華藉著對越南難民漂泊的描繪，投射對於香港回歸前途的想像。本片原一舉入選1983年坎城影展主競賽，卻迫於國際外交壓力，最終僅得以觀摩名義放映。當年因批判共產主義，以及因於中國取景拍攝，而同時在中國及台灣雙雙遭到禁映，戲裡戲外皆充滿政治張力。

Three years after the Fall of Saigon, Japanese photojournalist Akutagawa returns to a Vietnam reshaped by the "liberation" of 1975. He strikes up an uneasy kinship with Cam Nuong, a fourteen-year-old and her family—a bond that serves as his portal into the country's suffocating reality. In the shadow of the city's only remaining bar, he encounters Minh, a man desperate to seek funds for his escape. Akutagawa becomes an architect of hope, orchestrating a perilous journey for Cam Nuong and her younger brother. As Minh joins this exodus, their lives converge on a makeshift vessel bound for the "sea of rage."
