基哥與佐治領導澳門兩大幫派，多月衝突嚴重。幕後老闆洪先生極度不滿，欲粉碎二人勢力，基哥與佐治決定和解，免得洪先生出手。但江湖流傳基哥懸賞獎金買兇殺佐治，基哥找來聽命於他的警司阿琛介入調查。身份神秘的耀東與裝傻賣瘋的阿鳳相繼現身，遭牽扯入局的阿琛，逐步跌進無法回頭的死局。

本片借回歸前夕的澳門背景影射後九七的香港，前途不明且沒有出路。本片創作和拍攝過程非常有機，由杜琪峯在澳門簡單拍下一些毛片開始，拍板定名為《暗花》後，再交由韋家輝寫分場劇本，前提是「不要做巿場已有的東西」，讓本片被視為銀河映像作品中最具末世情懷的黑幫黑色電影。

Two major gangs in Macao, led by rival figures, are embroiled in prolonged conflict, severely disrupting syndicate revenues. Displeasure is expressed by a powerful boss, who plots to dismantle both factions. An alliance is attempted to prevent intervention, yet a rumor of a $5 million bounty sparks chaos. A loyal cop is tasked with protecting the target, but with the sudden appearance of unpredictable players and the elusive instigator, a deadly trap is triggered. A post-handover allegory is evoked through a noir lens, contributed by spontaneous footages and an improvised screenplay.
