赤柬統治期間，位於金邊的國安辦公室第21號營代號「S-21」，因殘酷刑求與處決手段惡名昭彰，自1975至1979年，約一萬七千名囚犯被關押於此，最終僅寥寥數人生還。導演花費三年的時間深入調查，不僅陳列大量受害者照片、受審紀錄，更邀來當年施刑的加害者和倖存者重返營區，展開一段段驚心動魄的對話實錄及現場重演。

本片被視為討論國家暴力與創傷記憶的重要文本，亦深刻影響後世如《殺人一舉》等重構屠殺歷史的紀錄片創作。全片影像看似冷凜中立，卻瀰漫窒人的死亡氣息，當受害者質問對方為什麼如此泯滅人性？得到的回應卻令人不寒而慄：「我沒拿你們當人，我當你們是仇敵。」

In Cambodia under the Khmer Rouge, S21 was the main "Security Bureau," or detention center. Rithy Panh and his team undertook an investigation involving not only the survivors but also their former torturers. This film is an attempt to understand how the Communist Party of Democratic Kampuchea organized and implemented its policy of systematic elimination.
