戰亂中，腐敗的中國當局受利益與金錢的誘惑，使得許多順勢而為的貪婪之徒趁虛而入。推動鴉片貿易的英國人愛里特兄弟和致力於禁煙的清朝名臣林則徐之間展開了一場虛虛實實的華麗過招，卻也讓愛蘭與盲妹麗蘭這對姊妹受命運擺佈，被迫分離。

本片是以「打倒西方列強殖民統治」為口號而製作的戰時宣傳電影，故事改編自默片大師葛里菲斯的《暴風雨中的孤兒們》，黑澤明也以未署名的方式參與了劇本，將法國大革命背景下的姐妹故事移植到鴉片戰爭前史之中。影評人山田宏一指出，《鴉片戰爭》與《暴風雨中的孤兒們》以及林摶秋的《五月十三傷心夜》之間，透過「獻身姐姐」與「失明妹妹」的「姐妹親情片」這一主題，形成一種宛如「輪舞曲般」的關係。

Adapted from D.W.Griffith's Orphans of the Storm (1921), Makino Masahiro poses the historical background from the French Revolution to the Opium War, that tells the story of a pair of Chinese sisters tormented between British opium traders and the corrupted Chinese authority. Film critic Yamada Kouichi highlights its rondo-esque quality with Lin Tuan-chiu's May 13th, Night of Sorrow, corresponding to the unfortunate lives and the sacrifices in the sisterhood.
