清末鴉片氾濫，富家子林國樑因毒癮耗盡家產，仍賣子換取鴉片；女子愛蘭與盲妹麗蘭也流落煙館賣唱，甚至在不知情下遭人利用運送毒品。姊妹意外失散後，愛蘭獲林則徐部將穆資英搭救，並協助追查走私線索。當林則徐展開禁煙行動，煙民悲劇、官商勾結與姊妹尋親也逐漸交織。

本片可與牧野正博1943年的日本國策片《阿片戰爭》對讀，兩者在人名、姊妹離散與煙館情節上多有呼應。李泉溪將多組人物線索逐步收束，並以歌唱段落串聯個人悲苦與禁煙主題。陳芬蘭的幕後代唱，也強化盲女形象的情感張力。片尾再把鴉片之害牽連至「人民公社」，使舊有歷史題材被納入1960年代台灣的反共語境。

In late Qing Guangzhou, opium destroys families and separates sisters Ai-lan and Li-lan, the latter blind. Rescued by Lin Ze-xu's officer Mu Zi-ying, Ai-lan helps expose the smuggling network. Echoing Makino Masahiro's 1943 Japanese propaganda film The Opium War, this Taiwanese-language version reworks the story through Chen Fen-lan's offscreen singing, an original theme song, anti-drug education, and Cold War anti-Communist rhetoric.
