中日戰爭烽火正熾，抗日游擊隊員林雪芬奉首領「天字第一號」之命，計畫炸毀漢奸丁邨的電訊總台；丁邨之侄世傑亦為游擊隊成員，潛伏丁宅蒐集情資，與一眾家僕裡應外合，殺得日軍措手不及。眼當任務即將告捷，雪芬與世傑卻雙雙被擒，生死存亡關頭，幕後運籌帷幄的「天字第一號」是否終將現身？

導演黃卓漢出身廣東，國共內戰後移居香港從事電影映演及發行工作，1952年創立自由影業，1950年代曾來台拍攝《日月潭之戀》等國語片，長年與台灣影壇交流密切。1959年他另組嶺光影業，出品並親自執導多部粵語片。本片同樣改編自1946年國語版的《天字第一號》，由丁瑩、朱江、劉亮華等香港紅星主演，在原作基礎上融入竊聽、街頭槍戰、爆破等現代諜報動作元素，堪稱香港「珍姐邦」（Jane Bond）風潮的秀異之作。

Amid the Sino-Japanese War, members of an anti-Japanese guerrilla network carry out a daring mission to destroy a collaborator's telecommunications headquarters while infiltrating his household from within. As sabotage, espionage, and street battles unfold, the operation nears success before the agents' identities are exposed and they are captured. With their lives at stake, all hope rests on the mysterious resistance leader known only as "Special Agent No. 1."
