黑道幫派「和聯勝」選舉辦事人，兩區的領導樂少和大D各有支持者，不過在考慮幫派大局與個人利益後，元老們選出樂少。落敗的大D深深不忿，先派人搶奪代表權力的龍頭棍，又脅持幫內叔父，引來警方介入。樂少沉著應戰，既籠絡Jimmy仔、東莞仔等新一代，又說服大D合作聯手打理尖沙咀區事務。不過心有不甘的大D始終是心腹之患，一直深藏不露的樂少終於有所行動。

本片對黑幫的權術操作描繪得深刻細緻，藉幫派勢力爭奪龍頭棍及辦事人之位，含蓄地暗喻當時香港的政治境況，是一則別開生面的政治寓言。杜琪峯試圖將黑幫的爭權逐利提升至權謀暗湧的政治博奕，戲劇層次豐富，為香港黑幫類型電影注入新的生命力。

A triad election triggers a fierce power struggle, when the chosen leader is opposed by a rival who seizes the symbolic baton of authority and abducts elders, prompting police intervention. Efforts are made to unify factions and maintain order, but betrayal looms. A final, brutal act restores control. Through its sharp portrayal of gang politics and symbolic objects of power, Election metaphorically mirrors Hong Kong's political tensions, transforming a genre tale into a layered political allegory.
