在香港殺警逃逸的季正雄，不斷改名換姓在大陸作奸犯科，後回港暫居舊友家，策劃打劫珠寶店；搶劫銀樓的大盜葉國歡，覺得賊贓難脫，潛逃廣州走私電器，過程中拉攏關係、收買官員，備感屈辱；膽大囂張的卓子強，則靠綁架富豪勒索致富。江湖傳聞三大賊王將在香港回歸前聯手犯案，卓子強認為這點子可行，設懸賞尋人。數度波折後，他終於接到來電⋯⋯。

一向重視培養新人的杜琪峯，於2005年發起舉辦「鮮浪潮國際短片節」，多年來為香港電影圈孕育不少新晉導演。本片網羅三位「鮮浪潮」得獎者聯合執導，承襲銀河映像擅長的警匪類型電影特色，拍出在大時代下，三個叫人聞風喪膽的賊王卻難敵命運撥弄的悲情現實。

After fatally shooting three officers during a police stop in Hong Kong, a fugitive vanishes, reemerging under false identities to continue criminal activity on the mainland. He later returns, plotting a jewel heist from a former associate’s home. Elsewhere, a gold thief flees to Guangzhou but finds smuggling humiliatingly reliant on bribery. A ruthless extortionist grows intrigued by rumors of a grand collaboration among the trio. When contact is finally made, fate sets a tragic course.
