乾隆皇帝微服私訪民間，人還未到西湖便遭竊，遇上孝子康瑞華出手相救、盛情款待，乾隆龍心大悅。自此，康瑞華的命運歷經風波。片末口白者李天祿走出戲台，現身為戲做結。本片記錄下「亦宛然掌中劇團」特色的平劇元素，保留了李天祿的泉州口語用詞，以及特殊變調口音。他的演出重視鏡框式舞台，結合電影鏡頭、攝影機運動和剪輯後，本片不僅是布袋戲的電影化，更凸顯木偶、觀眾、口白間的緊密相連，展現布袋戲的藝術性與生命力。

Emperor Qianlong disguises himself as a common man on a trip to Hsi Hu to learn about ordinary people's lives. However, before he arrives, he gets robbed. Fortunately, he runs into Kang Jui-hua who bails him out. In the end of the film, narrator and puppeteer Li Tien-lu emerges from behind the stage to conclude the story.
